Job Description of SACMO
Upazila Health Complex (UHC):
• Office : Thana Health and Family Planning Complex
• Name of post : Sub-assistant Community Medical Officer
• Grade of salary : 11th grade
• Superintendent : RMO
1. To assist the MO in Emergency Department according to roster duty set by the RMO.
2. Performing other special duties given by the RMO, such as, conducting ORT corner, ARI case management, treating tuberculosis according to DOTS strategy, treating leprosy according to MDT regimen etc.
3. Giving treatment of common diseases such as, diarrhea, fever, skin diseases, malnutrition, acidity, bronchial asthma, measles in compliance with the medicines provided by the government.
4. In need, giving first aid treatment of common injuries, snake-bite, dog-bite, drowning, burn (fire, acid, scald), poisoning, fever, pain, bronchial asthma, skin diseases, ocular diseases. dental diseases and ear diseases.
5. Act as patient counselor for indoor and outdoor patients in aspect of cause of disease, treatment of disease, rules of taking medicine and food and other related matters.
6. Performing treatment related other special duties of indoor and outdoor, given by the RMO.
7. Helps in rendering ESP service skillfully and successfully in thana level and below
8. Performing other duties as per assigned by higher authority, when required.
B. Union Health and Family Welfare Centre (Union sub-centre):
• Office : Thana Health and Family Planning Complex
• Name of post : Sub-assistant Community Medical Officer
• Grade of salary : 11th grade
• Superintendent : RMO
1. Assist in management of UH & FWC with the MO or MO (family welfare) or authorized officer and if needed performing duties by the assigned power as caretaker for maintaining office management, security and cleanliness of UH & FWC.
2. Maintenance of registration of all sorts of patients including referred cases to UH & FWC.
3. Giving treatment of common diseases such as. diarrhea, fever, skin diseases, malnutrition. acidity, bronchial asthma, measles in compliance with the medicines provided by the government.
4. Giving treatment of complicated diarrhea in children by Oral Rehydration (Plan ‘B’) and observe.
5. Giving appropriate antibiotic for dysentery in children.
6. Treatment of complications of measles (pneumonia, diarrhea, gastroenteritis).
7. Management of childhood illness as per protocol of IMCI nomitub strolls T
8. Identifying and treating vaccine related complications.
9. In need, giving first aid treatment of common injuries, snake-bite, dog-bite, drowning, burn (fire, acid, scald), poisoning, fever, pain, bronchial asthma, skin diseases, ocular diseases, dental diseases and ear diseases.
10. Giving first aid treatment of RTI (Reproductive Tract Infection) and STD’s
11. The cases of RTI and STD that are not cured referred to Thana Health Complex.
12. Supplying condoms to appropriate couples for STD prevention and family planning.
13. Giving advice about HIV/AIDS and sterility that arises from sexually transmitted infections.
14. Refer the cases of sterility to the Thana Health Complex.
15. Treating complication or side-effect that arises from contraceptive use.
16. Management of and take part in programs regarding change of attitude and behavior about neat and cleanliness, sanitation, food habit etc.
17. Group-wise counselling of care-seekers in the UH & FWC about health, food and nutrition, preventive vaccine, helminths, early and exclusive breast feeding, environmental health, safe water and sanitation, diarrhea etc.
18. Act as patient counselor for indoor and outdoor patients in aspect of cause of disease, treatment of disease, rules of taking medicine and food and other related matters.
19. Counseling and giving necessary treatments about healthy living to the elderly peoples.
20. Refer appropriate care-seekers to the THC for permanent or long-term contraceptive methods.
21. Refer the complicated cases including severe diarrhoea, severe ARI, severe malaria, high fever,
RTI, STI etc. in due time to the THC.
22. Submission of monthly work-plan in advance to the superintendent officer.
23. Composing and preserving of statistics of rendered services from UH & FWC and its associated community clinics and satellite clinics.
24. Performing other duties assigned by higher authority, when required.

Job Description of UHFPO (Upazila Health & Family Planning Officer)
1. To be responsible for technical and administrative supervision of health activities at the upazila level and below..
2. To be the controlling officer for the officers and staff of health division.
3. To be the sanctioning authority for expenditure of funds of health division.
4. To be responsible for the management, administration and maintenance of the UHC.
5. To be responsible for all training activities of health division.
6. To allocate duties amongst the medical officers regarding clinical activities and technical supervision of health programmes. To allocate duties and responsibilities among field workers.
7. To ensure maintenance of necessary information and statistics in the Upazila Health Complex and send necessary reports and returns to the higher authorities.
8. To visit the unions and villages to acquaint himself with the problems and achievements of health programmes.
9. To be responsible for timely procurement, distribution and proper utilization of stores (S & E).
10. To work in co-operation and collaboration with the concerned officers or agencies of the government and non-government organizations.
11. To be responsible for the enforcement of Health Laws including Drugs Act. Pure Food Ordinance, etc.
12. To perform any other duties, that may be assigned to him from time to time, related to his Sphere of responsibilities.
Job Description of Health Assistant:
1. They are the front-line (grass-root level) staff of DGHS involved in community mobilization through the involvement of village health volunteers.
2. Undertake monthly domiciliary visits.com
3. Inquire about health of the people and give treatment of simple ailment and refer cases to rural health centre.
4. Impart health education on water supply and sanitation, nutrition and personal hygiene.
5. Take blood smears from suspected malaria cases.
6. Participate in immunization programme and family planning activities at the village health posts.
7. Distribute family planning materials, ORS packets and vitamin-A capsule, when required.
8. To collect sputum specimen for TB, when asked.
9. Collect information on vital statistics.
10. Perform any other duties that may be assigned to them.
