Approach to disaster management:

Preparedness:

Measures taken in anticipation of a disaster to ensure that appropriate and effective action are taken in the aftermath. It includes the formulation of a viable counter-disaster plan, maintenance of resources and the training of the personnel.

Emergency Response:

These are the measures taken immediately prior to and following disaster impact with a view to saving life and protecting property. This is consisting of search, rescue and first aid.

Recovery:

Means the process by which communities and the nation are assisted in returning to their proper levels of functioning following a disaster (rehabilitation and reconstruction).

Prevention:

Measures taken to prevent the occurrence of a disaster if possible or at least to impede the hazard so that it does not have any harmful effect.
